Background of the Study

Local government autonomy has long been a subject of debate in Nigeria, particularly regarding its role in enhancing service delivery. In Kebbi State, Gwandu LGA has experienced varying degrees of autonomy, which affects its capacity to provide essential services to its citizens. This study seeks to investigate the relationship between local government autonomy and the effectiveness of service delivery in Gwandu LGA, exploring how decentralization impacts local governance, infrastructure development, and public services (Abdullahi & Yakubu, 2023).

1.2 Statement of the Problem

While local government autonomy is expected to improve the efficiency of governance and service delivery, there are concerns that the limited financial and administrative independence of Gwandu LGA hampers its ability to meet the needs of its citizens. This study will explore how varying degrees of autonomy affect service delivery in key sectors such as healthcare, education, and infrastructure.

1.3 Objectives of the Study

  1. To assess the impact of local government autonomy on the quality of service delivery in Gwandu LGA.

  2. To explore how financial independence influences the provision of public services in Gwandu LGA.

  3. To evaluate the role of administrative autonomy in improving governance and service delivery at the local level.

1.4 Research Questions

  1. How does local government autonomy affect service delivery in Gwandu LGA?

  2. What role does financial independence play in improving the quality of services in Gwandu LGA?

  3. How does administrative autonomy contribute to efficient governance and service provision in Gwandu LGA?

1.5 Research Hypotheses

  1. Local government autonomy significantly improves service delivery in Gwandu LGA.

  2. Financial independence is positively correlated with the quality of services provided by Gwandu LGA.

  3. Administrative autonomy enhances governance efficiency and service delivery in Gwandu LGA.

1.6 Significance of the Study

This study will provide insights into the effects of local government autonomy on service delivery in Nigeria, offering valuable recommendations for improving governance and service efficiency at the local government level. By focusing on Gwandu LGA, the study will shed light on the challenges and benefits of local government autonomy (Aliyu & Bello, 2024).

1.7 Scope and Limitations of the Study

The study will focus on the provision of key public services in Gwandu LGA between 2015 and 2023. Limitations may include difficulties in accessing administrative data on local government operations and potential biases in respondents' assessments of service quality.

1.8 Operational Definition of Terms

  • Local Government Autonomy: The degree of financial and administrative independence granted to local government institutions, allowing them to make independent decisions on service delivery.

  • Service Delivery: The provision of public goods and services to citizens by the local government, including healthcare, education, and infrastructure.

  • Governance: The processes by which local authorities manage resources, make decisions, and deliver services to the public.
